Gaming and Casino Control Ordinance 2026Ordinance No. 4 of 2026

1. Short title

This Ordinance may be cited as the Gaming and Casino Control Ordinance 2026.

3. The Commission

There is a Coral Island Gaming Commission. The Commission is independent of Ministers in the exercise of its functions.

5. Classes of licence

The Commission may grant a casino operator's licence, a key employee licence, a gaming employee licence and a gaming event permit.

8. Fit and proper test

A licence is granted only to a person the Commission is satisfied is fit and proper to hold it, having regard to their warrants, convictions and conduct.

10. Inspections

The Commission may inspect any premises where gaming takes place or is proposed.

12. Conditions

A licence is subject to the standard conditions published by the Commission and to any conditions it attaches.

15. Register of licences

The Commission keeps a public register of every licence in force.

18. Self-exclusion and responsible gaming

Every casino operator must run the self-exclusion scheme and display the responsible gaming notice.

20. Suspension and revocation

The Commission may suspend or revoke a licence for breach of its conditions or where the holder is no longer fit and proper.

25. Offences

It is an offence to operate a casino, work in a key or gaming role or hold a gaming event without a licence or permit.

30. Transitional licence

An operator trading at the commencement of this Ordinance may be granted a transitional licence for up to 180 days.
