The supreme law of Coral Island. It establishes the office of President, the Cabinet, the Island Assembly, the courts and the independent offices, and sets out the rights of everyone on the island.

Constitution of Coral Island 2026

Article 1. The State

Coral Island is a sovereign, self-governing island state.

Article 2. Supremacy

This Constitution is the supreme law of Coral Island. Any other law inconsistent with it is void to the extent of the inconsistency.

Article 3. National symbols

The arms, flag, seal and motto of Coral Island are those proclaimed by the President and published in the Gazette.

Article 4. Citizenship

Citizenship of Coral Island is acquired by naturalisation under the Immigration and Citizenship Ordinance, or by a grant of founding citizenship made by the Government in the first year after this Constitution comes into force. A grant takes effect when the oath of citizenship is taken.

Article 5. Rights

Every person on Coral Island is equal before the law and entitled to a fair hearing, to freedom of expression and of peaceful assembly subject to the law on public order, and to the protection of their property.

Article 6. The President

There is a President of Coral Island, who is Head of State and head of the Government. The executive authority of Coral Island is vested in the President.

Article 7. Powers of the President

The President assents to ordinances; makes proclamations and executive orders, which take effect on publication in the Gazette; appoints the Chief Secretary, Ministers, heads of department and members of independent bodies; is Commander of the Coral Island Defence Force; and may grant pardons.

Article 8. Interests

The President and every Minister publish in a Register of Interests any interest that could be thought to influence their public duties.

Article 9. The Cabinet

The Cabinet consists of the President, who chairs it, and the Ministers. The Chief Secretary is secretary to the Cabinet. The President assigns portfolios to Ministers; every portfolio not assigned is held by the President.

Article 10. Cabinet decisions

The Cabinet is collectively responsible for the policy of the Government. A summary of its decisions is published; matters of security and matters concerning individuals may be withheld.

Article 11. The Island Assembly

There is an Island Assembly of members elected by citizens, in the number and manner provided by ordinance.

Article 12. Legislation

Ordinances are passed by the Island Assembly and become law on the President's assent and publication in the Gazette. An ordinance may authorise a Minister to make regulations and orders, published as legal notices.

Article 13. Justice

There is an Island Court and a Court of Appeal. Judges are independent and are removed only for misconduct or incapacity found by a tribunal.

Article 14. Attorney General

The Attorney General is the principal legal adviser to the Government and is responsible for prosecutions.

Article 15. Public service

The public service is headed by the Chief Secretary and serves the Government of the day impartially.

Article 16. Accountability

There is an Auditor General, who audits the public accounts, and a Complaints Commissioner, who reviews complaints about the public service. Both are independent in the exercise of their functions.

Article 17. Transitional Council

Until the first Island Assembly is elected, its functions are exercised by the Cabinet sitting as the Transitional Council, and ordinances are made by the President on the advice of the Transitional Council.

Article 18. Existing law

Rules made by the Government before this Constitution came into force continue in force until replaced.

Article 19. Commencement

This Constitution comes into force on 20 September 2026, Founding Day.
