Border Security and Airspace Ordinance 2026Ordinance No. 3 of 2026
1. Short title
This Ordinance may be cited as the Border Security and Airspace Ordinance 2026.
2. Interpretation
In this Ordinance, "the Government reference point" means the point at the centre of Coral Island fixed by the Survey Office; "craft" means any aircraft or vessel; and "clearance" means permission to enter the airspace or waters of Coral Island given under section 6.
3. The Coral Island Defence Force
There is a Coral Island Defence Force, which protects the airspace and waters of Coral Island under the command of the President.
4. Zones
The Minister may by notice in the Gazette establish zones around the island, measured from the Government reference point, and the rules that apply in each.
5. Border status and lockdown
The border status (Open, Alert or Closed), and any lockdown of the airspace and waters, is set by the President or a person authorised by her. The border status in force is published on the border status page.
6. Clearance and regulations
Clearance may be granted in advance on application, or on approach by Coral Control. The Minister may make regulations about clearance, landing points and moorings.
7. Duty to answer Coral Control
The person in command of a craft within the surveillance area must answer Coral Control and obey its directions.
8. Hail and warnings
A craft without clearance entering the Air Defence Identification Zone is hailed, and when the border status requires it receives warnings before any engagement.
9. Engagement
A craft without clearance that does not comply with the directions of Coral Control may be engaged by the Defence Force.
10. Duty to report
A person who lands on Coral Island without clearance must report at once to the border desk at Government House.
11. Offences
It is an offence to enter the Air Defence Identification Zone without clearance when the border status requires it, to fail to obey Coral Control, or to fail to report under section 10.
