Public Decency and Nuisances Ordinance 2026: commencement
NOTICE IS HEREBY GIVEN under section 1 of the Public Decency and Nuisances Ordinance 2026 that:
- The Public Decency and Nuisances Ordinance 2026 (No. 19 of 2026), made by the President on the advice of the Transitional Council on 29 September 2026, comes into force on 1 October 2026.
- Making or allowing amplified noise audible in a public place or a neighbouring dwelling between 23:00 and 07:00 is an offence, except under an event permit (section 8).
- Sexual activity in a public place, or anywhere it can be seen from a public place, is an offence. A vehicle, vessel or aircraft is never private premises (section 3).
- Nudity in public, being drunk and disorderly, disorderly behaviour, noise at night, litter and dumping, and graffiti and fly-posting may be dealt with by a penalty notice under the Penalty Notices Regulations 2026 (LN 5/2026).
